 Abstract: This thesis examines the relationship between the personality of the president of the United States of America and his foreign policy. Even though the President according to the Constitution shares some of his powers with the legislative branch, the United States Congress, The President is by far the most important decision-maker in the formulation and conduct of American foreign policy.
As an example, the legislative branch has the right to declare war, but according to Article II of the Constitution, the President acts as Commander-in-Chief which entitles him with the right to deploy U.S. troops around the world and even send them into combat at his call.
When a President is inaugurated he or she swears the Presidential Oath in which the President-to-be swears among other things to preserve, protect and defend the Constitution of the United States. The Presidential Oath and the powers given to him in the Constitution gives the President almost unrestrained powers in the case of a national emergency, war etc.
The terror attacks 9/11 2001 was that kind of emergency and it started the War on Terrorism. So far it has lasted more than a decade and cost over a trillion dollars and the lives of more than seven thousand American soldiers.
My assumption is that personality matters and my assumption is that the personalities of George W. Bush and Barack Obama are different. So writing in the tradition of the personal presidency and the sub-field of the psychological presidency I will try to find similarities and differences between George W. Bush and Barack Obama. Afterwards I will try to find explanations linked to the personality of the President that can explain some of these similarities and differences.
I will test my hypothesis using qualitative research interviews conducted in Copenhagen and in Washington, D.C. My interview respondents are foreign policy experts, experts in the field of terrorism etc. from three think tanks and four universities.
On the basis of my thesis I can conclude, that there are quite a few differences but perhaps more surprisingly some major similarities between the two presidents War on Terrorism. Some of these similarities and differences, even though there are some methodological problems in the assessment of them can be linked to the difference in the personality of the Presidents.
