 Abstract: Danish municipalities provide social services to socially disadvantaged children and young people in very different ways. Half the municipalities use evidence-based practices in their social work, while the other half use conventional practices. In this master thesis we ask two questions: Why do evidence-based practices disseminate in the field of socially disadvantaged children and young people, and, how do evidence-based practices get adopted in practice by the local authorities? The study is conducted using a hypothetic-deductive and nested analysis approach. We examine eleven hypothesis deducted from Kjell Arne Røvik’s pragmatic institutional perspective, using both quantitative and qualitative data. Seven hypotheses are based on theoretic expectations of why evidence-based practices disseminate: Efficiency and legitimacy as motivation, internal and external pressure, exposure, identification with other municipalities and identification with translator competences. Four hypotheses are based on theoretic expectations of how evidence-based practices get adopted: Packing, local resistance, materialization and identity marking.

We conclude on our first research question, that identification with other municipalities, who use evidence-based practices, identification with translator competences, and the search for legitimate solutions, are three conditions with great impact on why evidence-based practices disseminate. Our results also point to the conclusion that economic efficiency and the degree of exposition to the practices has only a small impact on the decision, while pressure from both inside and outside the municipalities seems to have no impact. In relation to our second research question, we conclude that evidence-based practices perceived as packed in a linguistically and practically accessible manner that materialize quickly in the organization through education, training and good leadership have a great impact on practices getting reproduced when adopted by the municipalities. We also find that the need for identity marking and local resistance towards evidence-based practices, increase the likelihood of the practices being transformed when adopted by local authorities.
