 Abstract: Strategies to improve living standards and solve problems facing a city are as old as the city itself. Since the 1990s, the strategy for Denmark as well as for other European countries has been area-based urban regeneration programs, in Danish 'områdefornyelse'. These programs are meant to elevate deprived areas through citizen participation and improvements on both a physical and social level. This thesis investigates the narratives and power relations of the urban regeneration program in the area of Sundholm in Copenhagen. My research question is: Which governance narratives are present in the urban regeneration of the Sundholm area? How can these narratives be understood as power relations? My method for answering these questions shall be rooted in the interpretive and decentralized approach formulated by Mark Bevir and R.A.W Rhodes (2010). I shall construct the governance narratives by using the ideas of rule, rationalities and resistance. As Bevir & Rhodes do not touch upon power relations sufficiently enough, I shall additionally use Michel Foucault's analysis of governmentality (2008, 2009). This will allow me to examine the ways in which knowledge about the area and its inhabitants is being shaped by governance narratives. My data includes seven interviews with local actors and two observation studies.
On the basis of my findings, I am able to highlight four governance narratives as being dominant: The urban regeneration as a normalizing measure, the urban regeneration as a setting for consensus, the urban regeneration as a place where citizens are shaped and lastly, the urban regeneration as an experiment of welfare. Secondly, I can conclude that creating a view of the area and its inhabitants as being deprived, is an act of power that stigmatizes them. However, through this act of power the inhabitants also gain hope of changing their situation through the activities and projects lead on by the regeneration program. Finally, I discuss the theoretical and empirical consequences of seeing power as limited to formal settings and therefore not as a constructing factor. The question in regards to power is significant in relation to the regeneration programs and should thereby not be limited to the issue of power transfers from the public sector to the citizen level. It is important to bring emphasis to how the general view of certain areas, inhabitants and citizens are being shaped though governmental policies.
