 Abstract: This thesis presents the results of a study into a relative new phenomenon called Public-Private Innovation (PPI or OPI in Danish). PPI is best understood as a collaborative process were both public and private sector actors contribute in the different stages of the innovation process, just as both parties incur risks. Due to differences in the public and private organizations, collaboration between the two can be somewhat difficult. To overcome this, several “facilitory” units have been created across the country, whose main goal is to act as a mediator between the two sectors. Several of these units also focus on collecting more systemized knowledge on PPI on I therefore in this thesis denote them PPI (knowledge) centers. The thesis can be viewed in two main parts. Since the field of PPI is so new, very little systemized knowledge exist, and therefor one of the aims with this thesis is to create a more coherent picture of the PPI story. The first part of the thesis shows, how spiraling costs of the Danish welfare state, led to various reform programs going back to the early 1980’s, all with the aim of making the state more effective. Alongside this agenda was an international focus on growth, which led states to pay increasing attention to competitiveness, which contributed to the focus of effectiveness. In the second part of the thesis the analysis explores economic sociological issues such as trust, which is particular important in PPI since the option of clear contractual demarcations is more restricted in PPI. The thesis also explores more theoretical economic sociological issues in regards to the PPI-centers. In large part, this analysis focuses on the theoretical position of performativity as advanced by MacKenzie, with additional emphasis on performative experts. The main conclusion is that several performative elements are indeed present in the PPI framework, and that the PPI experts indeed actively help shape the PPI field.
