 Abstract: Previously all of the four major Danish parties had their own newspaper whose purpose was to serve as the communicating arm of the party. But the close knit relationship between political parties and the media gradually collapsed. From the ashes of the old system, an emancipated media arose, free from the restraint of party politics. This new role meant that the media came to play an ever increasing role in setting the political agenda hence the proposed title as the fourth branch of government (Hjarvard, 2004: 32-36).

The role of the media in creating the political agenda as well as its influence on the politicians has been widely discussed in the existing literature (e.g. Norris, 2000, Blumler & Kavanagh, 1999, Papathanassopoulos et al, 2007 and Strömbäck, 2008). The general consensus is that the media substantially affects politics which therefore are viewed as medialised. Despite this vigorous examination of the medialisation of politics, the effect of medialisation on the civil servants is still unchartered territory.

In order to map this territory, this paper examines how the influence of the media reflects in the way that the civil servants work with political communication. This is done by examining firstly the level of professionalisation in the handling of political communication and secondly the logic used.

The level of professionalisation and the use of logics are examined through interviews with six civil servants from two different Danish ministries. These interviews show that both of the ministries are to some degree professionalised in their structure, tasks and competences of handling political communication. When examining the use of the three different logics, medialogic, political logic and a new ‘civil servant logic’, a more diverse picture appears. The civil servants of the pressunits use the media logic whereas the sections with more conventional ministerial tasks primarily use the civil servant logic.

The examination shows that the Danish civil service is largely unaffected by the medialisation of politics. The reason appears to be that the pressunits of the ministries function as a dam that stops the tidal wave of medialistion before it floods into the ministries.
