 Abstract: This thesis aims at explaining the curious case, of the cautious and delayed reaction to the financial crisis at the Basel Committee of Banking Supervision. The study construct an explorative study of the causal patterns of influence in both the Basel-II and the Base-III negotiation. A comparative study to map the changing patterns of influence in the in the wake of the financial crisis. It looks at three composition of actors: governments, regulators and industry advocates. It illustrates how these groups interact before and after the financial crisis, to gain a deeper understanding of how the crisis affected the negotiation, to explain why the particular outcome was reached. It concludes that the crisis had more complex and delayed causal effect than anticipated, which despite common interest in a stronger reaction, places actors in a negotiation joint decision trap.
