 Abstract: September 2008 saw the largest crash of a financial institution in recent history when Lehman Brothers filed for bankruptcy. After the initial shock had settled it became clear that this was the beginning of something more than simply the collapse of one of the world’s leading financial institutions. All over the world, political leaders introduced reforms in an attempt to ward off the financial crisis. Also in Denmark reforms were enacted. The initial reforms sought to shield the financial institutions and stimulate the economy, but eventually the reforms also took on the shape of cutbacks. These cutbacks, some of which are dubbed unpopular reforms in this thesis, are interesting to examine as they most likely would never have been enacted, had the crisis not cleared the path for them.

There exists a body of literature that seeks to explain why crises seem to cause reforms. However, much of this literature focuses on the question of why crises lead to reforms and largely neglects to examine through what mechanism it happens. This produces a black box between crisis and reforms that this thesis will attempt to pry open by examining how an economic based crisis leads to unpopular reform in a Danish context.

In order to open up this black box, the reform of the unemployment benefits from 2010 is selected as a case. Through the process tracing method a theoretical causal mechanism between the economic based crisis and an unpopular reform is created. This causal mechanism are firstly operationalized and then examined in order to identify whether each part of the mechanism is present in the selected case. In the reform of the unemployment benefits, the crises appear to produce a pressure on the political leaders to undertake an unpopular reform. In an attempt to avoid the potential electoral repercussions, the political leaders seem to frame the crisis to the public and at the same time hide the content of the reform from the losing interest groups. Overall the causal mechanism appears to be present in the selected case, but the question of generalizability remains largely unanswered.
