 Abstract: In September 2009 the Danish government gathered the four most prominent ministers and 27 other members in a formalized network: The Danish Governments Forum for Growth (Vækstforum). The Forum for Growth was a high level Forum, with the Danish prime minister as chairman, and 27 personal invited members at CEO level covering a wide area of issues related to growth creation.
The aim was clear: The Forum for Growth should function as an advisory board for the Danish government in their effort to create growth in an economical environment with low productivity and weak competitiveness towards other countries surrounding Denmark. The Forum for Growth should identify major challenges, discuss and analyze possible solutions and finally recommend the necessary actions to the government.
This thesis seeks to uncover how the Danish government governs the Forum for Growth towards its goal and which consequences the governing of the Forum for Growth has for the effectiveness of the forum. In order to get an in-depth understanding of the governing mechanisms between the government and the Forum for Growth, an analytical framework has been developed. The framework combines different theories and adopts valuable theoretical insights from theories about network governance and the more empirical founded theories about commissions.
The overall conclusion of the thesis is that the government's governing of the Forum for Growth has a number of consequences for the effectiveness. The government succeeds in designing an institutional setup that commits members in the working process, and creates the preconditions for overcoming disagreements and reaching compromises. A lack of common objectives in the beginning of the process though inhibited the process. At urgent request of the members, the Forum for Growth formulated a common goal, and the government changed the structure of the process. 18 months after the formation of the Forum for Growth, 25 out of 27 members united behind a set of recommendations to the government., The recommendations, however, never got the attention and impact that was intended due to political circumstance, where everyone was expecting an election.
