 Abstract: This paper presents the findings of a qualitative study that has worked towards an analysis of the meeting between citizens seeking an early retirement pension and the case workers that work these cases in municipal job centers in Copenhagen. In particular the situating of power in and around the interaction between these two actors has been the focus of the study.
The means of research have been field observations in job centers as well as in-depth interviews with five caseworkers and observations of five separate meetings between caseworkers and citizens applying for early retirement pensions. The empirical material has been gathered at two different job centers in Copenhagen.
Since a reform of the early retirement pension in 2003, there has been a shift in how the job centers approach citizens applying for this type of pension. This new approach brings with it a shift in discourse leaning towards a change in how the citizen and his/her health- social and/or financial problems are regarded. This paper offers an analysis of how power can be observed in the meeting between caseworker and citizen and how it influences both these actors and ultimately the outcome of early retirement pension applications.
Theoretically, the paper offers some brief thoughts on theories on the welfare state before instigating a dualistic approach to the concept of power, choosing first a stance founded on a more classical approach. This approach is represented primarily by Robert Dahl but owes much to the likes of Weber, Durkheim and others in its somewhat functionalistic view on power as something someone has over someone else. The other stance is taken with Michel Foucault and a post modernistic, critical approach to power. With Foucault, there is less interest in any sort of essentialization of power. Instead, the onus is to locate how power is put into action in a given context.
The paper concludes that power is present in a plethora of ways in the meeting and exchanges between citizen and caseworker. With Dahl, the paper identifies several means of power ranging from more passive means such as the architecture and décor of the job centers, to the more active. The active means here refer to the legislature that the caseworkers follow and the general complexity of the application process which the legislation results in. Other means are also investigated, such as the diversity among case workers and the waning influences of general practitioners and what this means to the citizens applying.
With Foucault the paper identifies in particular, the ressourceprofil as an example of power in action as it puts the citizen's 'self' in focus. Before 2003, the citizens were guided along but are now more firmly put in the driver's seat themselves. The ressourceprofil is a tool that signals this change. It is a tool that caseworkers are obliged to use on any citizen applying for an early retirement pension. This tool is a central part of the aforementioned change in discourse as it explicitly states that it has been created to shift the focus from the citizens' limitations to their resources.
