 Abstract: Since the beginning of the 21st century the depth and scope of formal cooperation on developmental aid within the European Union has increased notably. This thesis will focus on the Europeanization of the Danish Foreign Ministry's departments concerned with development aid – Danida. Development aid is currently being regulated according to the principles of the Open Method of Cooperation. At the same time the European Union’s part in international development has grown. Currently, the European Union is the largest provider of development aid in the world. The thesis will investigate the influences of the European Union on Danida. A thorough examination of this subject has not been undertaken previously. The main question of this thesis is: How, and to what extent, does the development of formal and informal rules regarding the coordination of the Member States’ development aid policies influence Danida? The thesis seeks to examine the process of Europeanization. This will include an analysis of how European cooperation exerts an adaptational pressure on Danida. The mechanisms that propel the process of change will also be examined. Lastly, the thesis will assess what the institutional changes of Europeanization entail.
The study is carried out through document analysis and semi-structured interviews, - all within a qualitative research strategy. The theoretical framework is defined by Claudio Radaellis (2003) model on Europeanization with policy framing as the main mechanism of change. The main analytical tools are provided by Sociological institutionalism. These help shed a light on how ideas are transferred from the European Union to the national level.
The thesis’ main findings are that Danida has accommodated to the adaptational pressures within the already existing structures. At the actor level the accommodation is defined by ‘simple learning’ with strategic calculation as the main logic of action. There are no signs that a deeper socialization has taken place through the intense interaction at the European level. The conclusion is equivocal since Danida still does not acknowledge part of the main ideas supporting the cooperation of development policy within the European Union.
