Abstract: In recent years, a number of analyses have been carried out in an attempt to create evidence of the effect of active labour market programmes (ALMP). A review of the literature about the effects of ALMP shows that it is the workplace-related programmes, which to the greatest extent increases the likelihood of employment of people receiving unemployment benefits. Workplace-related programmes are in the reviewed analyses mostly exemplified by wage subsidy programs, and there is a general lack of systematic knowledge about the effects of internships on employment. Nevertheless, there has been a huge increase in the use of internships, which may indicate that financial incentives overshadow an individually organized effort, so that the unemployed in general and not on an individual assessment are sent in internships.
The first part of the analysis aims to examine the impact of internships in relation to bringing unemployment benefits recipients into employment and thereby serve as a bridge to the labour market. In this way, the thesis is a contribution to the sparse knowledge about internships and the activation of unemployment benefits recipients in general.
The second part of the analysis aims to go deeper into the internship’s impact on employment. The individual's probability of employment is not only an expression of a rational weighing of pros and cons, but is informed of his or her forms of capital. The internship is likely to create conditions that favour some for employment over others. The probability of employment after participation in ALMP is thus likely to differ from individual to individual, and the individual's education can be crucial to the achievement of employment after the programme.
To examine the above a linear probability model is used, where I look at the probability of employment for recipients of unemployment benefits in internships relative to other forms of activation27. In Denmark, the vast majority of the unemployed get activation sooner or later, and it would therefore be difficult to find a comparison group that did not participate in activation.
The result of the analysis shows that internships increase the likelihood of employment in relation to qualification programmes. This conclusion is also based on a discussion of causality and possible selection into programs. The participants in wage subsidy programs differ from the participants in internships and qualification programmes in key observable characteristics, so one can also assume that this applies to the unobservable. It is not possible to conclude whether internships have a lower effect than wage subsidy programs, but only to conclude that wage subsidy programs increases the likelihood of employment to a greater extent for those who participate in wage subsidy programs than internships does for those who participate in internships.
27 Qualification programmes and wage subsidies programmes.
The second part of the analysis shows that internships increases the probability of employment by 17 percentage points for the unemployed with higher education, which is approx. twice as much as for the unemployed with the highest secondary education. For unemployed whose highest level of education is either primary or secondary education the probability of employment is increased by 9 percentage points. This significant difference is an indication that unemployed people with higher education have relatively little use of qualification programmes in relation to the unemployed with lower or no education.
