 Abstract: The last 15 years have seen a marked change in Africa. Many African countries have gone from being largely regarded as development failures to being heralded as successful lion economies. This thesis takes a closer look at one of these supposedly success stories, Tanzania.
The period from 1995 to 2010 has been characterized by rising growth, falling inflation rates and increasing export numbers for this East African country. At the same time however, a concern has been voiced over the persistently high poverty numbers. As poverty reduction is the country’s main development goal, this concern questions the portrayal of Tanzania as the success story it is thought to be. However, in order to assess this thoroughly it is necessary look at both how the development is furthering the living standards of the poor and how it affects the prospects for increased poverty reduction in the future. I argue that three conditions are especially important in this regard – whether multidimensional poverty is decreasing, whether the economy is undergoing a ‘sound’ structural transformation and whether there is strong political ownership of the development policies. The last two conditions are respectively regarded as a necessary economic and political condition for lasting poverty reduction.
The analysis of these three conditions show that although the increases in the incomes for the population at large have been disappointing, the human capital of the poor has improved in important ways, making it more likely for them so engage in future growth. However, the structural changes in Tanzania seem to make this less likely to happen. Although there has been a movement in line with structural transformation theory of the production from subsistence agriculture towards the more productive industrial sector, this has not created the number of jobs within manufacturing sufficient to employ the growing workforce. Furthermore the political ownership of the development policies does not seem sufficiently strong to ensure the implementation of the reforms necessary for a ‘sound’ structural transformation.
The overall picture is therefore not one of success for Tanzania. In spite of some positive developments within the country, they do not seem to have translated into greater opportunities for the poor to better their living conditions. The broader conclusion is that carefulness has to be exercised when claiming success based primarily on positive macroeconomic developments.
