 Abstract: In 20 years, from 1983 to 2002, Danish immigration law went from being internationally characterized as the most liberal to the strictest, balancing on the edge of UN conventions. Based on the work of the Copenhagen School, I claim that by gradually securitizing foreigners, i.e. identifying foreigners as a national threat, the four centre parties in Danish parliament (VKSR), constituting approx. two thirds of the MP’s, made the public accept new legislation in 1983, 1998, and 2002 as extraordinary means against the influx of foreigners in the interest of national security. I prove this in three three-stage analyses of the making of the legislation. First, I demonstrate how VKSR in the debates about each of the three bills constructed a rhetorical image: criminal foreigners threaten peaceful society, unemployed foreigners threaten Danish welfare society, and foreigners’ different culture threaten the Danish homogenous culture, all of which can be counteracted by tightening the immigration law. Second, I argue that several conditions facilitated the (partial) securitizations: social capital in 1983, social capital and the nature of the threat in 1998, and social capital, the nature of the threat, as well as correct security grammar in 2002. Finally, I argue that the Danish public accepted the use of stricter immigration law in 1983, 1998, as well as 2002. By virtue of the securitizing moves, the facilitating conditions, and the public’s acceptance, I conclude that foreigners in Denmark are politicized in 1983, highly politicized in 1998, and securitized in 2002. Providing documentation of this development serves my normative purpose: to make politicians accountable for how foreigners are treated in Denmark.
