 Abstract: Like many other Latin American countries, Ecuador has been on a shaky road since it transition from military rule to democracy in 1979.

Prior to the final decade of last century, Ecuador had already passed Huntington’s Two-turnover test, after presidents from different parties succeeded each other without disruption. But the period from 1996-2006 proved challenging for the small Andean country, with three interrupted presidencies. Rafael Correa is Ecuador’s first president to be re-elected. The left wing president first came to power in 2007, and achieved his second electoral victory in 2009. Therefore it appears that broader understanding of democratic consolidation is needed in order to evaluate the situation in Ecuador.

With this context in mind, this thesis sets out to analyse democratic consolidation in Ecuador using Wolfgang Merkel’s Multi Level Model of Democratic consolidation. The model consists of four levels: institutional, representative, behavioural and Civic Culture. Dividing consolidation into four levels allows us to address the question of whether democracy in Ecuador is consolidated, and also to identify where the challenges for the democratic consolidation lie.

The analysis is divided into to two periods; 1996-2006 and 2007-2012 and structured around the model’s four levels. Overall, this paper finds that the democracy is not fully consolidated in either of the two periods. In the first period consolidation is challenged in all four levels. The second period is more complex, with both improvements and deteriorations in democratic consolidation.
