 Abstract: The standard rationing framework describes a rationing situation where a divisible amount has to be allocated among agents whose claims exceed the amount available. However this framework fails to accommodate for general real life rationing problems where agents have both claims and baselines, with baselines playing an important role in the allocation process. Hougaard et al., (2010) introduced the baseline rationing framework, however with focus on static baselines only. In this paper we present a baseline rationing framework that can accommodate rationing problems where agents having both claims and dynamic baselines. Many real life rationing problems fit this model like water distribution during the drought season and resource allocation in the public sector. We characterize a family of allocation methods for such rationing problems using the direct approach, and provide specific numerical examples to illustrate rationing situations where the induced baseline rationing rules obey some properties reflectingthe principles of impartiality, priority and solidarity, as does the associated rule in the standard rationing framework (axiomatic characterization). A survey carried out in Uganda with focus on the public sector generates more real life examples that fit this framework, hence demonstrating its relevance.
