 Abstract: After decades focused on intensification of the agricultural sector, the European Union recognised in the late 1970?s that the Common Agricultural Policy had caused increasing damage to nature and the environment. Therefore, a series of directives that required the agricultural sector to reduce the input of nitrogen and extensify the production in vulnerable areas were subsequently adopted. However, it was known that many natural habitats were dependent on agriculture, and, in 1992, it therefore became mandatory for the member states to implement agri-environmental schemes, which gave farmers financial compensation if they used more environmentally friendly farming practices. Concurrently, the European Union also increased its focus on the subsidiarity principle. In Denmark the administration of the agri-environmental schemes had been conducted alternately by the state and the counties, but due to a reform in 2007 the counties were abolished, and, since then, the administration has been centralised. There is, however, a theory that states that, given certain circumstances, a decentralised administration will be beneficial because of decreased transaction costs and welfare loss, which makes it interesting to investigate whether this theory is applicable under the Danish conditions. The objective of this assignment is to clarify the needs, opportunities and hindrances related to decentralisation of the agri-environmental schemes. Through literature and interviews, the following questions will be answered: ?What are the needs for changing the administration of the agri-environmental schemes and will decentralisation of the administration meet such needs? ?What are the options for decentralising the administration and to which opportunities will a decentralised administration lead? ?What hindrances would be present due to decentralisation of the administration? The surveyed literature examines various theories concerning policy formation and design. The different factors that outline the context of policy formation are described as well as the factors that affect the process of policy design and implementation. This emphasizes that besides transaction costs and welfare loss it is also important to relate to the external and political circumstances. This is also reflected through interviews of eight relevant persons representing the Danish Nature Agency, the municipality of N?stved, Gefion (agricultural consultancy), the Danish Society for Nature Conservation, the Danish Agriculture & Food Council, the Danish Food Industry Agency and the Institute of Food and Resource Economics. The interviewees were asked about their perceptions of needs, opportunities and hindrances related to decentralisation of the agri-environmental schemes in Denmark. The results of the interviews show that a certain need does exist, but it is difficult to assess the extent of this need and, under the present circumstances, nothing suggests that this need will be prioritised. Concerning the opportunities, the interviewees particularly identify local presence and more diverse schemes as positive elements. However, these benefits do not seem to overcome fully the disadvantages of decentralised administration nor to exceed the benefits of a centralised administration. Against a comprehensive list of hindrances, the overall conclusion states that decentralisation of the agri-environmental schemes is highly unlikely to occur in the short run.
