 Abstract: Disappointing outcomes in agricultural trade negotiations in the World Trade Organisation can justify developing countries to focus on regional trade as an alternative. The question remains whether the right conditions to increase trade regional are in place. This study examines the possibilities and obstacles to agricultural products trade in the Southern African Customs Union. The study is conducted by producing agricultural trade data from a database to analyse the current patterns of trade within the Southern African Customs Union. This is added to the existing findings in the literature about regional integration in southern Africa. Furthermore a questionnaire was distributed to export companies in the member countries to extract knowledge about the trade barriers they experience, when trading regionally. The result of the research was that agricultural trade, despite the absent of tariffs, is very scarce between most members of the customs union. Trade barriers such as non-transparent trade statistics, quota systems, export bans, lack of product standards and problems with customs authorities were identified.Recommendations on how to minimise the effect of trade barriers in the customs union are mainly found to be related to the Southern African Customs Union agreement itself, where no political commitment are stipulated. A stronger rhetoric in the legal text would be an advantage when obligating member states to follow up by concrete political actions against the identified trade barriers.
